The CWAO objects to the government's attempt to change immigration policies to suit the bosses at the expense of workers from other countries.
The White Paper advances policy which divides workers from other countries into two separate segments.
A minority who are seen as worthy due to their socioeconomic class - as determined by the point-based-system, versus all other ordinary workers who are seen as a threat.
This new White Paper sets up tighter controls and increased restrictions on access to the country and to rights within the country for the majority of migrants who are working class and middle class.
